Steven G. Keene
Biography
Steven Keene is the director of Virginia Justice and Safety. He began working in loss prevention and security with Pinkerton Security Agency. Later, he conducted crisis management with Virginia's Community Services Boards, assisting law enforcement with emergency assessment and crisis intervention of offenders. During this time, he earned associate degrees in education, administration of justice and general studies. He was then accepted into Eastern Kentucky University's College of Justice and Safety, where he earned his bachelor's degree in police administration and sociology. Steven then joined the Virginia State Police, where he served on their Bureau of Field Operation's Tactical Field Force Team. While at VSP he completed the Department of Criminal Justice Services (DCJS) Law Enforcement Instructor School as well as numerous criminal justice graduate courses at FBI headquarters in Quantico, Virginia.
In 2002, Steven joined the Central Shenandoah Planning District Commission to fulfill a two-year grant project, assisting DCJS and the executive director with strategic criminal justice and emergency management planning initiatives. Here, he served on the Virginia Community Criminal Justice Association's Legislative Committee, the Blue Ridge Criminal Justice Board and local restorative justice panels, and the regional Project Impact Public Awareness and Business Continuity Committee. In addition, he worked with the Federal Emergency Management Agency (FEMA) to incorporate crime prevention, emergency preparedness and terrorism education into the Virginia Corps program. He also became an instructor for the Staunton-Augusta Community Emergency Response Team (CERT) program, where citizens learn basic skills to assist one another and their communities during emergencies and disasters.
Then he transitioned to the agricultural aspect of the justice system, where he conducted both state and federal enforcement activities and assisted with a variety of workplace safety training. Additionally, he served on his unit's training and advisory committee and was commissioned by both the Food and Drug Administration (FDA) and the Environmental Protection Agency (EPA). Steven was promoted to investigator for the Commonwealth of Virginia in 2008.
In 2007, Steven established Virginia Justice and Safety, offering a wide array of criminal justice and public safety services throughout the commonwealth. Soon after, he was chosen to attend Virginia Commonwealth University's Public Safety Institute, where working professionals apply both practical and academic experiences to various areas of homeland security and emergency preparedness. These areas included: research and statistics, legal aspects, budgeting, terrorism and human resource management. During this six-week course, participants assessed and identified weaknesses that exist in both the private and public sectors as they relate to emergency preparedness and security. This capstone course, along with previous coursework, provided him with a graduate certificate in public safety and a master's degree in criminal justice to complement his 23 years of experience.
