Steven G. Keene
Biography of Education and Experience
Steven Keene is the director of Virginia Justice and Safety Associates. He began working in loss prevention and security with Pinkerton Security Agency in 1989 and later conducted crisis management with Virginia's Community Services Boards, assisting law enforcement with emergency assessments and crisis intervention. During this time, he obtained associate degrees in education, administration of justice and general studies, and was accepted into Eastern Kentucky University's College of Justice and Safety, where he earned his bachelor's of police administration degree in 1993. Then he was selected by the Virginia State Police, where he served on the Bureau of Field Operation's Tactical Field Force Team, completed the Department of Criminal Justice Services Law Enforcement Instructor School, and completed numerous criminal justice graduate courses at FBI Headquarters in Quantico, Virginia.
In 2002, Steven joined the Virginia Planning District Commission to fulfill a two-year grant project, assisting DCJS and the Executive Director with strategic criminal justice and emergency management planning initiatives. Here, he served on the Virginia Community Criminal Justice Association's Legislative Committee, the Blue Ridge Criminal Justice Board and local restorative justice panels, and the regional Project Impact Public Awareness and Business Continuity Committee. In addition, he worked in conjunction with the Federal Emergency Management Agency incorporating crime prevention, emergency preparedness and terrorism education into the Virginia Corps program and became an instructor for the Citizen Emergency Response Team (CERT) program, where citizens are taught basic skills to assist one another during emergencies.
In 2004, he transitioned to the agricultural aspect of the justice system where he conducted both state and federal enforcement activities and assisted with a variety of safety training. Additionally, he served on his unit's Training and Advisory Committee and was commissioned by both the Food and Drug Administration and the Environmental Protection Agency.
In 2007, the Director established Virginia Justice and Safety Associates, offering a wide array of criminal justice and public safety services throughout the Commonwealth. Soon after, he was chosen to attend Virginia Commonwealth University's Public Safety Institute, where working professionals apply both practical and academic experiences to various areas of homeland security and emergency preparedness - research and statistics, legal aspects, budgeting, and human resource management. During this six-week course participants were challenged to assess and identify vulnerabilities that exist in both private and public segments of society as they relate to emergency preparedness and security. This capstone course, along with previous coursework, provided him with a graduate certificate in public safety and a master's degree in criminal justice to complement his 17 years of justice and safety experience.
